Ratepayer should not bear the burden of private landlords.
What should happen is the govt/council should have a safety standard with every building certified (A to E just like the health food rating) and required to display at the entrance so Joe public can decide to enter or not.
This will encourage business tenants to seek safe premises which in turn will make the building owners upgrade as commercially viable.
