Hon Peter Dunne: consultation to make child support scheme fairer

Revenue Minister Peter Dunne today launched a discussion document proposing a series of options – including changing how child support is calculated – to make the scheme fairer.

Mr Dunne said he wants New Zealanders’ views on a number of options to improve a child support scheme that “is outdated and sometimes unfair”.

“The reality is that family life in New Zealand has changed considerably in the 18 years since the current scheme was introduced,” Mr Dunne said in releasing the Supporting Children discussion document.

“Families have evolved and their domestic and financial situations have changed, and are often more complex today than they were in the past.

“Today both parents are far more likely to be working than was the case in 1992, and often separated fathers have a far greater involvement with their children than they used to have,” he said.

“We need a child support scheme that works better and we need New Zealanders – particularly those whose lives are impacted by it – to contribute to a national discussion on this very important issue,” he said.

I am a paying parent for a 16 year old child who was wooed by no rules no boundaries to go and live with his Father. He has since been expelled from school is smoking dope and drinking. His Father is making sure he doesnt work because he doesnt want to lose his "cash cow". He receives family support of $190 per week and child support from me of $320 per fortnight. How ridiculous is that? There has to be something done about this. Where is the accountability? My son is the one losing out. He suffers from depression now DUH I wonder why? It is just ridiculous. From what I have read when all this goes though I will actually be paying more!!!!

Hi Karen, that sounds rough to me, surely you have a case for applying for custody?

I think its fantastic that Peter Dunne is approaching this issue and I can only hope that this very unfair system is changed and quickly, sadly however I see the MMP system of government killing it so I wont be holding my breath, but good luck !!

karen, if I were in your situation I would just stop paying!
It appears from what I have read and heard in the past couple of days that the paying NCP's are a minority!
If your son is unemployed then he should go on the dole, why hasn't he?
Turn the tap off and watch the father jump!
Your $320 fortnight would be better spent getting some help for your son rather than having it go direct to his father so he can do what he wants with it.
Better still request an Admin Review, you are female and the review officers will see you right.

Some things are wrong here,

18 is the legal drinking age
15 is the age to get a licence and to leave school
17 your child can be arrested and the Police are not obligated to tell you
17 they can appear in Court and you still don't know
18 they leave school and still get child support until they are 19 if they don't work for more than 30 hours a week or have a student allowance
18 the CP no longer gets WFF tax credits

I guess that explains why so many of our youth remain at school sometimes just passing the time so that the CP can still get an income. Fine if the child is an academic but if they aren't and would be better suited starting an apprenticeship this is often not considered as the money would then dry up.

Hi there, the problem is that my son will not live with me because I have boundaries and smoking and drinking and live in girlfriends are not acceptable to me.

I did stop paying but for another reason. My ex was collecting child support for my daighter who was not living with him. I had a review as well and they believed him and so they now take the money directly from my pay including arrears for a child who was not even living there. The trouble I have had with IRD is incredible. Get this ..one officer I spoke to suggested I take photos of my daughter leaving the place she was living at as proof!! Unbelievable, so cretinish I had to laugh. At least I am not paying for her anymore she made her Father tell IRD she was not living with him anymore. I'm still 2000 in arrears though. I just cant wait until my son turns 19. What child costs 350 a week to upkeep?

Wow Karen, I can understand how frustrating it must be for you, what you have written just reiterates how inflexible and unfair the child support system is. What sort of a "man" is the father that he operates in such a manner?
I rang the Admin Review people today as all the info for next weeks review should have been processed this week and sent through to the CP and the review officer for the meeting but it doesn't look like this will happen due to child support office in ChCh being closed. I had the grumpiest and most peeved off woman on the line when I called, where do the IRD recruit their staff for the child support department? Anti men rallies? Forgive me your situation is not the norm.
My experience is that ALL child support staff seem to think that the money you pay is theirs personally, when in actual fact they are just pen pushers and administering it.
Check out Ground 8 on the Admin review, that actually applies to both parents although just commonly used for the paying parent. It takes into account the earning capacity, financial resources and property of BOTH parents. Book another review, use ground 8 as a reason.
As for paying until your son turns 19, you would be better off handing him a one way ticket to Oz now! Or getting one for yourself
