Does anyone know when this paper is to be released at all?? I am very much looking forward to reviewing its conclusions.

We received a reply to an email back in February from Peter Dunne's office saying that they were going to release it before the end of the following month (March). We are still waiting!
Obviously it's not a matter of importance to the government and unfortunately children and families are suffering. It seems to be constantly on the back burner.
I'm not holding my breath for any changes in the near future.

To be fair I suspect timing was disrupted as a result of the focus on Christchurch following the earthquake (which occurred just after the announcement). That's fairly reasonable given the circumstances, but I'd be very interested to know when the paper is coming out.

I emailed his office and got this reply early in May - "A summary of the submissions will be publicly available within one month. The Minister expects to put a paper to Cabinet in June and, subject to this process, introduction of a bill later this year."
I'm pretty keen to see this paper.

I would like to say that it sounds promising but I recall getting an email saying exactly the same thing back in February.
I am looking forward to this summary of submissions that I can only assume will be publicly available within the next week based on the email you received in May Rhys.
I eagerly await some much needed changes to New Zealand's Child Support system.

I had a response last week advising that something should be put forward before the election in November. How many fathers will have jumped ship by that time?
Having just had Admin Reviews 6 & 7, both done without the ncp present it seems that the IRD child support staff are trying to stick it as far and as hard as they can while they can.
I Have offered to host a meeting of ncp's when Mr Dunne is next in Auckland so he can hear first hand how the antiquated system is affecting them, so far no acceptance to meet with us.
The truth of the matter is that the politicians like Peter Dunne seem to have no concept of what is really happening and of how their staff are manipulating the laws and acts to benefit the custodial parent. If the family or the children were really of consideration then the changes would be implemented immediately. It's not about the children and maintaining the family unit albiet from different homes, it's currently about IRD child support staff, in particular Admin Review officers becoming judge and jury on all matters.

Can certainly see why you would feel that way Toni, but that may be a little harsh. I'm not saying you're wrong, I just don't think we should lose sight of the fact that there are two sides to every story. For every NCP getting a raw deal, there is probably a CP somewhere getting one too (I'm just much more interested in the NCP side given it effects me personally).
In my (limited) experience, Peter seems to be the only person in Parliament willing to pick up this issue and do something about it, and for that, I for one am very grateful. It's surprising no one else has had the appetite to deal with it given it effects such a significant portion of the population.
I genuinely believe that Peter is trying to sort something here, and we just need to be patient (which is easy to say, but very hard to do - particularly when one is adversely affected by such things). These things (particularly in our political environment) take time to sort out. It's probably very easy for a bunch of lay people like us to say "its easy, just sort it out", but I'm quite sure that in reality the process is actually very much more complicated than particularly given the need for such delicate balancing.
Were we to be to critical of Peter, we also risk "biting the only hand that feeds us". That said, more regular updates on the matter / progress would go a long way to helping manage all our expectations.
Peter, I don't know if you read this forum, but if you do, any update would be appreciated. I appreciate we're coming up to an election in November, any view as to timeframes for change would be appreciated. I'd be particularly interested to know if we are likely to see change legislated prior to the election or whether this will occur post election (along with a view to when that might be).

I also await eagerly ,i also agree with Brayden,there are of course two sides of the story and also alot of ignorance to the current laws and CP and NCP rights.

Well clearly Rosa and Brayden you have not been in contact with the same number of non custodial parents that I have?
I would bet my last dollar that Peter Dunne actually has no real concept of what is really going on in his own department.
Certainly at the Admin Review I attended on Tuesday with my husband the Review officer offered Peter no respect at all when I brought his name up along with the changes that desperately need to be implemented SOON.
The reason there will be no changes in a hurry is because the majority of child support paid by those that want the changes goes directly to the custodial parent and apart from sitting in the Crowns coffers for a fortnight gathering interest it does NOT usually compensate the cp for a benefit.
In other words there is no benefit to the public to bring about fairness. Only a benefit to those poor buggars being bled by the current unfair and biased system.
It's all very well for you Rosa to say that there is alot of ignorance to the current laws but to whom and what situation might you be referring to?
There will be no changes before the election, it's not a vote winner and affects too few people.

Toni I'm not saying you're wrong, you've obviously been on the receiving end of some particularly harsh treatment.
At the end of the day I think the admin review process is very stacked in the CP's favor. Every time I have been through the admin review process I felt like the review officer wanted to effectively punish me for being successful. The process is well and truely loaded in the CP's favor, but I'm hoping the new formula will bring a bit more balance.
My person preference is to actually scrap formula assessment entirely and force both parties to the negotiation table (although to be honest if its staffed by the same people that do admin reviews I'd rather take my chances with the formula assessment ;-)).
My ex wife does VERY well from the current child support formula assessment ($2,150 per month for 2 children). It not only covers 100% of the cost of raising the children, but meets all her expenses as well (so much for child support only "contributing" to the cost of raising the children only).
The issue I have, is that my ex now works, so I have an ability to negotiate payments, but there is nothing requiring her to negotiate, in fact, why would she when she does so well out of it. Any adjustment is only ever going to decrease the amount she receives, so why would she even want too???
I have 13 more years of inequity ahead for myself, and I am somewhat resigned to this fact. At least once I get to that point anything I make will be my own.

In the UK there have been phased changes to the child maintenance program including moving to allow those on benefits to keep their payments.. this policy arose from a concern about child poverty..
