Strong public support for child support changes

Seven in ten people responding to the Government’s consultation on the child support scheme want comprehensive changes to the system, Revenue Minister Peter Dunne said today in releasing a summary of more than 2000 public submissions.
 “The submissions generally reflect the strongly held views in the community that the scheme can be fairer to all parties and of more direct benefit to the children it is set up to support,” Mr Dunne said.
 “I intend to deliver on that,” he said.
 The options in the Supporting children consultation, conducted late last year, included looking at the child support formula (what a  paying parent must contribute); including revised estimates on the cost of raising children; the number of nights used to determine a shared-care arrangement and counting both parents’ income when setting support levels. 
 Options to change the rules for how child support payments could be made and for late payment penalties were also presented, with a view to increasing payments made on time.
"My aim in instigating this review process was to make the scheme fairer and to take into account changes in society since it was introduced in 1992," Mr Dunne said.

Great news that this has finally been released 5 months later than promised! The challenge now is the process of Cabinet consideration, Drafting,Introduction and First Reading, Select Committee then three more Readings normally takes many months.Parliament is set to rise on the 06th October, we have an election and RWC. Really what chance have is seeing this passed this year. Very remote I suspect.Then we have the election and if there is a change in government or portfolio we may have new thinking and priorities.If the government can fast track other legislation for Casinos why not this!

Hmm reading your post Steve somewhat dampens the excitement I felt about Mr Dunnes statement. Progress has been extremely slow so far and it follows that the changes will probably not happen while my husband is a paying parent and that is likely to be another 2 years.
Perhaps if a member of parliament was having their lives ripped apart by having their child support administered by the IRD child support department they would be way more proactive and vocal about getting changes implemented.
That beehive is full of feminists and viragoes and they won't want any changes made to bring about fairness within child support system.
This needs a strong voice or voices to push it through quickly. Unfortuately most of the men that are affected have had the fight knocked out of them as it's impossible to argue or fight with the administrators.
They are a law unto themselves and interpret legislation to suit their views and opinions. And if you disagree or try to rock the boat by arguing with them they just access your bank account without telling you and drain it.
It's not a priority Steve because most of the revenue collected off the paying parent goes straight to the caregiver after it has been in the Govt coffers for 2 weeks collecting interest.
Unless it compensates a benefit then it is not revenue.

I read this MEDIA release with fear and trepidation - Nothing personal Peter and others who are genuinely trying to make the system better - My personal nightmare with so called Child Support has made me build a database of its victims - Bad story after story, NONE of those victims have been listened to in fact some have taken their kives because of the Injustice discovered - My Son is one of them as am I - I have ALWAYS been a willing Father but so called Child Support has been taken from me so that I simply don't have the resourses do to the job - WINZ have made it worse by refusing to recognise our Family Court Order Equal parenting and have paid ALL their parenting help to the Mother yet I was Equal Parening our Son on a Single persons Invalids benefit and paying so called Child Supprt to boot - Peter you are well aware of my situation and you were helpful - However at the end of the day my Son is NOT being Fathered because of variuos wrongs within NZFamily Law and Social Policy including so called Child Support, which the current Govt has done NOTHING to date to rectify - I doubt there is anything in the proposed changes to replace those STOLEN years of Fathering let alone give me something to rebuild that lost effort and continue, let alone the cost and extra effort needed by me to restore the situation - Onward - Jim Bailey - 6 Lancaster Rd, Beach Haven, North Shore, Auckland

During a 75 minute phone conversation with an Admin Review technical service rep?? from ChCh today whilst discussing the possible "Breach of Natural Justice" by a review officer (his description) my husband and I were informed that any "possible" changes were a long way off being implemented and we got the feeling that he didn't necessarily think that they were required or indeed warranted.
Talk about feeling like you were banging your head against a brick wall! It seems 99% of child support staff have been brainwashed into thinking that the current legislation is gospel!
Certainly the opinons of review officers seem to be revered, in the sweep of a pen they can be judge and jury after an hours hearing or in my husbands case, a hearing that took place when he wasn't even there!
My opinion is that there is no urgency to hurry this along as it only directly affects a small number of people. After all there were only 2000 responses to the submission.
You can bet your last dollar that if John Key, Peter Dunne or Phil Goffs lives were affected by this antiquated, lop sided and biased child support system they would be going out of their way to push changes through.
The biggest losers here are the children, their lives are indirectly manipulated and twisted around by the decisions of IRD child support staff and contractors whose wages are paid by our tax dollar.
I have offered to Peter Dunne to get a group of non custodial parents together the next time he is in Auckland and then he can have a face to face and one on one meeting to hear from them what is really happening in the land of child support.

They are a law for yourself and explain legislation to suit their views and opinions. If you don't agree with or tried to sabotage the present situation and they debate they just access to your bank account, and not tell you and excretion.
This is not a priority Steve, as most of the revenue from collecting it is to take care of the parents pay government collapsed after the Treasury 2 weeks collecting interest...

I doubt what the proposed changes to replace those stolen DuoNian father let alone give me some that lost struggled to rebuild, continue to, let alone cost and extra hard to need, I recover later-Jim bailey-6,, beach haven, Lancaster, Auckland north shore..
