Short Term Beneficiaries

United Future New Zealand proposes a two tiered approach to helping beneficiaries to self-reliance. Welfare systems must be designed first to help people recover from a set-back quickly so they do not become long term beneficiaries. Secondly, welfare systems must be designed to empower the longer term beneficiary to get back to rejoin the workforce.

Over reliance on unemployment benefits can encourage a cycle of dependency. United Future New Zealand believes that it is most important to catch people as they leave school or are between jobs and ensure that short-term assistance does not encourage long-term dependency.

Coordinated Services

United Future New Zealand will coordinate the delivery of social services so beneficiaries can access the services they require, such as community support and employment agents, at one convenient location.

UNITED FUTURE WILL

  • Establish 'One Stop Shop' community service centres which will provide an all encompassing living skills and career advisory service. These centres will:
    • become a point of contact and networking location for all those who are seeking work and on a benefit.
    • attend to all long term beneficiaries' information and counselling needs on an individual basis.
  • Abolish the present work for the dole scheme but give incentives to unemployment beneficiaries who undertake voluntary or community work and those who participate in work experience programmes.
  • Introduce a community volunteer rebate for those receiving the 55 plus benefit or who qualify for New Zealand Superannuation.

Notable Points
  • 'One Stop Shop' community service centres providing an all encompassing living skills and career advisory service.
  • Work for the dole scheme abolished.
  • Wage incentives to unemployment beneficiaries who undertake voluntary and community work.
  • A community volunteer rebate for those receiving the 55 plus benefit.
